#D050Serious violationFor the purposes of this section, a 'serious violation' means any waste discharge that violates the effluent limitations contained in the applicable waste discharge requirements for a Group II pollutant, as specified in Appendix A to Section 123.45 of Title 40 of the Code of Federal Regulations, by 20 percent or more or for a Group I pollutant, as specified in Appendix A to Section 123.45 of Title 40 of the Code of Federal Regulations, by 40 percent or more.high
#D051Supplemental environmental projectFor the purposes of this section, a 'supplemental environmental project' means an environmentally beneficial project that a person agrees to undertake, with the approval of the regional board, that would not be undertaken in the absence of an enforcement action under this section.high

'effluent limitation' means a numeric restriction or a numerically expressed narrative restriction, on the quantity, discharge rate, concentration, or toxicity units of a pollutant or pollutants that may be discharged from an authorized location. An effluent limitation may be final or interim, and may be expressed as a prohibition. An effluent limitation, for those purposes, does not include a receiving water limitation, a compliance schedule, or a best management practice.high
#D053Municipality'Municipality' has the same meaning and construction as in the federal act and also includes all state, interstate, and intermunicipal agencies.high
#D054Severely disadvantaged community'Severely disadvantaged community' means a community with a median household income of less than 60 percent of the statewide median household income.high
#D055Agreement'Agreement' means any agreement or contract for financial assistance from the state board to an eligible recipient, including, but not limited to, a loan, grant, installment sale agreement, contract, or other form of agreement made for the purpose of providing financial assistance.high
#D056Recipient'Recipient' means any person or entity that receives any financial assistance from the state board, including, but not limited to, a recipient's contractors or consultants who performs work for a recipient.high
#D057Direct potable reuse'Direct potable reuse' means the planned introduction of recycled water either directly into a public water system, as defined in Section 116275 of the Health and Safety Code, or into a raw water supply immediately upstream of a water treatment plant.high
#D058Reservoir water augmentation'Reservoir water augmentation' means the planned placement of recycled water into a raw surface water reservoir used as a source of domestic drinking water supply for a public water system, as defined in Section 116275 of the Health and Safety Code, or into a constructed system conveying water to such a reservoir.high
#D059Customer'Customer' means a person or entity that purchases water from a retail water supplier.high
#D060Beneficial usesBeneficial uses are defined as the uses of water necessary for the survival or well-being of man, plants and wildlife. These uses of water serve to promote the tangible and intangible economic, social and environmental goals of mankind.high
#D061Municipal and Domestic Supply (MUN)Includes uses of water for community, military, or individual water supply systems including, but not limited to, drinking water supply.high
#D062Agricultural Supply (AGR)Includes uses of water for farming, horticulture, or ranching including, but not limited to, irrigation, stock watering, or support of vegetation for range grazing.high
#D063Industrial Process Supply (PROC)Includes uses of water for industrial activities that depend primarily on water quality.high
#D064Industrial Service Supply (IND)Includes uses of water for industrial activities that do not depend primarily on water quality including, but not limited to, mining, cooling water supply, hydraulic conveyance, gravel washing, fire protection, or oil well repressurization.high
#D065Ground Water Recharge (GWR)Includes uses of water for natural or artificial recharge of ground water for purposes of future extraction, maintenance of water quality, or halting of saltwater intrusion into freshwater aquifers.high
#D066Freshwater Replenishment (FRSH)Includes uses of water for natural or artificial maintenance of surface water quantity or quality (e.g., salinity).high
#D067Navigation (NAV)Includes uses of water for shipping, travel, or other transportation by private, military, or commercial vessels.high
#D068Hydropower Generation (POW)Includes uses of water for hydropower generation.high
#D069Contact Water Recreation (REC-1)Includes uses of water for recreational activities involving body contact with water, where ingestion of water is reasonably possible. These uses include, but are not limited to, swimming, wading, water-skiing, skin and SCUBA diving, surfing, white water activities, fishing, or use of natural hot springs.high
#D070Non-contact Water Recreation (REC-2)Includes the uses of water for recreational activities involving proximity to water, but not normally involving body contact with water, where ingestion of water is reasonably possible. These uses include, but are not limited to, picnicking, sunbathing, hiking, beachcombing, camping, boating, tidepool and marine life study, hunting, sightseeing, or aesthetic enjoyment in conjunction with the above activities.high
